Purpose and Reason:

Amendment to the Supplemental Nutrition Assistance Program (SNAP) DHS rule, Sections 1000 through 1083. Revisions were filed under emergency rule-making guidelines to reflect the 2014 federal cost of living adjustment. This rule is amended to reflect the following: the Standard Utility Allowance (SUA) has increased from $601 to $627 due to an increase in the cost of fuel and utilities as calculated by the annual Consumer Price Index (CPI); the gross and net income eligibility standards have been increased as a result of the annual cost of living adjustment; the maximum excess shelter deduction has increased from $478 to $490; the maximum standard deduction for household sizes 1 through 3 has increased from $152 per month to $155 per month and the maximum standard deduction for household sizes 4-6 has also increased; the minimum monthly allotment has increased from $15 to $16; the maximum SNAP allotments from which the basis of issuance tables are calculated have been increased and the resource limit for SNAP households has increased from $2,000 to $2,250. In addition, the rule includes technical revisions to Section 1016 to conform with previously filed Sections of the rule which allow for categorical eligibility for General Public Assistance (GPA) households.
